Assessment of the proposal

Every proposal submitted is evaluated by an external committee of experts. The following three criteria form the basis for the assessment of the proposal:

1.  Scientific and technological excellence
2.  Quality and efficiency of the project implementation and the management
3.  Potential impact through development, diffusion and utilization 
     

The table below shows these three cirteria in detail, in relation to the type of project.

Networks of Excellence
  • Contribution to the long-term integration of high quality research
  • Quality and efficiency of the „Joint Programme of Activities“ and the related work plan
  • Quality of the consortium as a whole (including the ability to establish a commitment to a stable institutional integration)
  • Appropriateness of the resources for the realisation of the “Joint Programme of Activities
  • Appropriateness of the dissemination activities, the use of the project results or the dissemination of excellence through engagement with the public and stakeholders
Coordination and Support Actions

Coordination Action (CA)

  • Contribution to the coordination of high quality research
  • Quality and efficiency of the coordination mechanisms and the work plan

Support Action (SA)

  • Quality and efficiency of the support mechanisms and the work plan
  • Quality of the consortium as a whole [Support Action: if relevant]
  • Appropriateness of the budget allocation and the justification of resources (budget, personnel, equipment)
  • Appropriateness of the dissemination actions, use or dissemination of the project results through engagement with stakeholders and the public.
Research for the benefit of specific groups
  • Innovation of the project beyond the state-of-the art
  • Contribution to the scientific and technological progress
  • Quality and efficiency of the methodology and the work plan
  • Quality of the consortium as a whole
  • Appropriateness of the budget allocation and justification of the resources (budget, personnel, equipment)
  • Appropriateness of the dissemination actions and the use of the project results, including IPR-management

 

These evaluation criteria are listed in Annex 2 of the respective guide for applicants and the work programme.

The EU Commission informs the coordinator approximately 4 to 6 months after submission of the proposal whether the project qualifies for support.

 

Factors leading to rejection

According to the German Federal Ministry of Education and Research (BMBF), the main factors for a project being rejected are (by category):


Formalities – easily avoidable blunders

  • Missing the deadline for submission
  • Proposal incomplete / use of out-dated documents
  • Minimum criteria not fulfilled


Quality and efficiency of project implementation and management

  • Responsibilities within the consortium are not clearly defined
  • Budget planning is not appropriate or justified clearly
  • End-users and stakeholders are not sufficiently involved (if relevant)
  • Structure of the consortium is unbalanced (in terms of member states and types of organizations)


Scientific and technological excellence

  • Terminology of the proposal is too technical - so that only experts can understand it
  • Aims of the project are not clearly defined or are not realistic (too ambitious, too risky)
  • Work plan is not sufficiently detailed / not clearly described
  • Methodology does not meet the state-of-the-art or is not appropriate
  • Project is not innovative, no progress beyond the state-of-the-art
  • Similarity to existing nationally or internationally funded projects or in the case of networks of excellence insufficient integration of available resources and existing projects.


Therefore, to eliminate these sources of error, applicants are recommended to:

  • Establish a roadmap well ahead to make anticipatory planning possible 
  • Start with the concrete work on the proposal in good time
  • Avoid copying and pasting of pre-existing text, phrase according to the guide, and keep the evaluation criteria in mind
